STUP is the platform for energy communities in Romania: neighbours, the town hall and the school generate their energy together. The project sets up and operates energy communities for municipalities and citizens - from idea to implementation, with EU funding (JTF, Modernisation Fund, LIFE). It is not a utility, not an integrator and does not sell solar panels: it is the operator of the energy community, from the first phone call to the final invoice. Stup de Energie is a permanent programme of the Romanian Smart City Association: the brand belongs to ARSC, and all contracts are signed through the association.

Concept

An energy community is a group of people - neighbours, the town hall, the school, companies - who jointly produce the energy they use. Solar panels go on the roofs of public or private buildings, or on your own land. The energy produced is shared among members by a clear formula. Surplus is sold to the supplier. The money stays with you, in the community.

Key numbers

5 Minimum members for a cooperative (Law 1/2005)
~98% Public funding on JTF calls in Just Transition regions
3 EU funds open: JTF · Modernisation Fund · LIFE
20-60% Average bill reduction in active EU communities

What this project does

  • We set up the community: pre-feasibility, legal form, by-laws, ANRE registration, EU funding dossier - from zero to registered hive in 4-6 months
  • We secure EU funding: JTF, Modernisation Fund, LIFE applications - on JTF calls in Just Transition regions, up to ~98% of the investment is covered by public funds
  • Optionally, we coordinate installation: we work with carefully selected partner integrators, and you have a single point of contact - us
  • We operate month after month: we read smart meters, apply the allocation key and sell surplus to the supplier, while each member sees the reduction on their bill; yearly, we report to ANRE and the tax authorities and hold the general assembly
  • Town halls are affiliated to STUP free of charge and pay only for the specific service they choose: community set-up, operation or EU funding advisory

How it works

  1. 1

    Gather the neighbours

We identify the town hall, the associations, the citizens. Minimum 5 members per community.

  2. 2

    Apply for EU funding

JTF, Modernisation Fund, LIFE applications. On JTF calls in Just Transition regions, up to ~98% of the investment is covered by public funds.

  3. 3

    Install + connect

Solar panels, batteries, smart meter. Registration in the ANRE Registry. First kilowatt-hours.

  4. 4

    We generate together

Energy is distributed among members. Surplus to the supplier. The bill drops - average reductions observed in existing EU cases are 20-60%.
