Smart City Index Romania is ARSC's evaluation and benchmarking tool for Romanian cities. It measures digital maturity across 7 objective indicators, providing public data, a transparent methodology, and comparable scores for local administrations, institutional partners, investors, and anyone tracking urban digitalization. Reference data collected in April 2026 classifies cities into four maturity levels: Advanced, In Development, Emergent, and Initial.

How it works

Public data collection
ARSC team aggregates open data, official sources, and public documents for each evaluated municipality.

Apply indicators
The 7 indicators are applied uniformly: open data, digital services, infrastructure, investments, profile, openness, and performance.

Validate & verify
Data is validated against documented sources and published in full for transparency — any administration may request a justified correction.

Publish & visualise
Scores are published on an interactive map with maturity tiers, city-to-city comparison, and CSV export.

- Advanced Digital leader 70–100
- In Development Consolidated progress 50–69
- Emergent Capabilities forming 30–49
- Initial Preliminary stage 0–29
