Smart Communities Solutions Forum, powered by Framinor, is a working meeting dedicated to making the urban environment accessible for people with visual impairments. The first edition, themed "Urban accessibility and independent mobility", took place on September 24, 2026, at the Sheraton Bucharest Hotel (Platinum Room) in Bucharest. The forum was organised by the Romanian Association for Smart City together with its main partner, Grupul Framinor, as an invitation-only meeting between administrations, public operators, organisations of persons with disabilities and solution providers. The theme: how accessibility obligations become concrete local projects, from diagnosis and beneficiary consultation to funding, procurement, implementation and monitoring of results.

What this project does

  • Six lines of work: responsibility, diagnosis, beneficiaries, implementation, funding and results
  • A half-day agenda, 09:30-14:00, with sessions on the obligations of administrations and public operators, diagnosis, the direct experience of people with visual disabilities, funding, procurement, implementation and operation, followed by pilot projects and next steps
  • Technology case study on the agenda: STEP-HEAR, a solution that guides people with visual disabilities in buildings, public spaces, stations and public transport vehicles through audio messages triggered near equipped points
  • ARSC set out to continue the discussions through tools for administrations and operators: a practical guide to the minimum structure of a local accessibility project, an initial diagnosis model, a portfolio of pilot projects and implementation meetings
